Emily Oltmann is the Chief Executive Officer of IOC Construction, where she oversees the company’s operations, people, and strategic direction. She leads the organization with a focus on disciplined execution, strong client partnerships, and building teams that consistently deliver results across markets and service lines.
Emily brings more than 15 years of experience in the construction and property services industry, with a career spanning business development, operations, and executive leadership. Prior to joining IOC Construction, she held leadership roles within the CertaPro Painters network, where she managed residential and commercial operations, drove market growth, and earned regional recognition for sales performance and operational execution.
Since joining IOC Construction in 2018, Emily has been instrumental in scaling the company’s platform, strengthening operational systems, and aligning teams to support sustained growth. Her leadership has emphasized accountability, clarity of execution, and the development of people and processes that support long-term performance.
Emily holds a Bachelor of Fine Arts from SUNY Cortland. While her academic background began outside of construction, it shaped a practical, design-informed perspective that continues to influence how she approaches problem-solving, communication, and organizational leadership.
Emily lives in the Chicago suburbs with her family, and believes strong leadership is rooted in perspective, balance, and a commitment to building organizations that last.
